Annual council spending up £10bn

English councils’ spending rose by £10bn to £154bn in 2007-08, according to a National Statistics publication.

The annual Local Government Financial Statistics showed three-fifths of gross income in 2007-08 came from central government, a fifth of it from redistributed non-domestic rates.

According to the study which gives the state of council finances on 31 March last year, the biggest share by sectors was:

- education 37%

- social services 17%

- housing 15%

- police 11%

Councils employed 1.8 million full-time employees, with 50% of expenditure going on them.
