Care funding battle looms

The use of council tax to fund local social care services could be banned as part of proposals to end ‘postcode lotteries’ in the government’s long-awaited social care green paper.
The Department of Health said the move was “likely” if it chose to fulfill pledges to provide universal assessments and levels of services with a fully national funding system – one of the options outlined in ‘Shaping the Future of Care Together’.
The sector was supportive of much of the blueprint to radically reform the care system to meet the demands of the ageing society, which is set to see an additional 1.7 million extra adults needing care by 2026.
But both the Local Government Association and the Association of Directors of Adult Social Services (ADASS) raised concerns about balancing national and local funding.
