Denham pledges to consult

Communities secretary John Denham is set to repeat his desire to see councils empowered to play a leading role in the fight against climate change.

Mr Denham will tomorrow (21/07/09) launch a consultation strengthening local democracy that will include proposals to give councils local carbon budgets to encourage them to cut emissions.

Amongst the potential new powers to allow councils to meet these budgets will be the ability to use money generated through business rate supplements to help cut carbon emissions.
