Battle begins for future of CAA

The Audit Commission is battling to sell the Comprehensive Area Assessment (CAA) to a potential Conservative government after two flagship Tory boroughs revealed that they were "quitting" the "costly and ineffective" assessment.
Launching the first results from the new inspection regime, commission chair Michael O’Higgins, right, sought to emphasise CAA’s relevance to the Conservatives’ transparency agenda, claiming it would "sharply increase the accessibility of accountability structures to local people".
The Tories have pledged to abolish CAA but are also committed to radically increasing the amount of information on public expenditure that is available to residents.
