Entrepreneurialism in local government has been ever present. From Joseph Chamberlain to Harold Macmillan, countless political figures have promoted the importance of councils acting commercially.

Indeed there has been no exception in this parliament, with spending cuts of almost a third forcing the issue further. To put it another way, austerity has been the mother of invention.
