West Midlands signs up for combined authority

The West Midlands has launched a combined authority in anticipation of a shift towards further devolution.
Leaders from the four Black Country councils – Dudley, Sandwell, Walsall and Wolverhampton – and Birmingham City Council have agreed to join up.
